Essential Duties and Responsibilities Oversee the strategic direction and guide the strategic development opportunities for the Public Health Emergencies Unit Oversee the relevant Permanent Communication Network(s), namely PHE PCN and the relevant working groups, such as the One health and Laboratory working group Oversees the Managers and Leads of the Public Health Emergencies Unit (inclusive of Emergency Preparedness and Response functions) on the execution of the following activities Emergency Preparedness Establish in-country emergency protocols and response systems in collaboration with regional health systems and the Public Health Programs & Policies functions Collaborate with the Health Information and Public Health Programs & Polices units to identify disease or risk factor specific information essential to surveillance and analytics Collaborate with the Health Information unit working with external IT consultants to develop an early warning system for the Gulf region Emergency Response Identify emergencies and coordination with regional teams to respond in a timely manner Convene ad hoc, multi-country emergency task forces Rapidly execute of regional and in-country emergency protocols and response systems with emergency task forces Work closely with the Technical Committee (including Country-Level Officers) and other Gulf-CDC units to ensure emergency preparedness and response activities are well aligned with the needs and expectations of the member states Draft requests for proposals (RFPs) for outsourced projects and monitor quality and timeliness of deliverables in training and capability building Monitor and track progress of the unit’s activities using dedicated key performance indicators Report to the CEO of the Gulf-CDC on the development and progress of the Public Health Emergencies unit Qualification A level of education at the MD level completed at an accredited university in the field of public health, emergency management, epidemiology, medicine or other related areas Nationality of one of the Gulf-CDC Member States Experience At least 7 years of professional experience in positions relevant to the job description Excellent track record in management positions at senior level in an international context Proven experience of developing and implementing strategies for optimal resource utilization Proven experience of leading through periods of multiple challenges/changes  Advanced experience in Working in a highly adaptable, fast-paced environment with periods of multiple challenges/change Data analysis, interpretation of scientific information and analytical epidemiology using statistical software  Scientific communication to authorities, peers and community

Essential Duties and Responsibilities: Manage a team of Leads of the Injuries function within the Public Health Programs & Policies Unit in the execution of the following activities: Develop and maintain a Regional Public Health Survey to understand public health priorities, needs and capacity (infrastructure, expertise, programs, resources) at the country level. Develop public health strategies within Injuries in collaboration with CLOs Collaborate with disease and risk factor-specific working groups to identify, develop, adapt, and implement practices and policies of relevance to priority areas Establish of disease and risk factor-specific working groups and committees with representatives from all member states to tackle public health threats Collaborate with the Health Information function to analyze data and publish reports on topics of relevance to regional public health priorities and the Training and Capacity function to disseminate information effectively to representatives within member states Support the Director, Public Health Programs & Policies in working with the Technical Committee (including Country-Level Officers) and other Gulf-CDC units to ensure communicable disease activities are well aligned with the needs and expectations of the member states Prepare Injuries Unit progress reports and documents for the Director, Public Health Programs & Policies Qualification A level of education which corresponds to completed university studies attested by a Master’s degree or higher in the field of public health, epidemiology, medicine, or another related area Nationality of one of the Gulf-CDC Member States Experience At least 5 years of professional experience acquired in positions relevant to the job description Experience in managing small teams and/or in coordinating cross-organizational activities Proven people management experience and leadership Public health experience at national or international level, preferably in Injuries Advanced experience in the coordination of multi-organizational activities Advanced experience in scientific communication to authorities, peers and community
