Job Summary: 

The Director, Public Health Emergencies is accountable for the strategic development and implementation of the Public Health Emergencies unit of the Gulf-CDC including Preparedness and Response functions.

Essential Duties and Responsibilities:

  1. Oversee the strategic direction and guide the strategic development opportunities for the Public Health Emergencies Unit
  2. Oversee the relevant Permanent Communication Network(s), namely PHE PCN and the relevant working groups, such as the One health and Laboratory working group
  3. Oversees the Managers and Leads of the Public Health Emergencies Unit (inclusive of Emergency Preparedness and Response functions) on the execution of the following activities:
    Emergency Preparedness:
  4. Establish in-country emergency protocols and response systems in collaboration with regional health systems and the Public Health Programs & Policies functions.
  5. Collaborate with the Health Information and Public Health Programs & Polices units to identify disease or risk factor specific information essential to surveillance and analytics
  6. Collaborate with the Health Information unit working with external IT consultants to develop an early warning system for the Gulf region.
    Emergency Response:
  7. Identify emergencies and coordination with regional teams to respond in a timely manner.
  8. Rapidly execute of regional and in-country emergency protocols and response systems with emergency task forces.
  9. Work closely with the Technical Committee (including Country-Level Officers) and other Gulf-CDC units to ensure emergency preparedness and response activities are well aligned with the needs and expectations of the member state.
  10. Draft requests for proposals (RFPs) for outsourced projects and monitor quality and timeliness of deliverables in training and capability building
  11. Monitor and track progress the unit’s activates using dedicated key performance indicators.
  12. Report to the CEO of the Gulf-CDC on the development and progress of the Public Health Emergencies unit.
    Qualification:
  13. A level of education at the MD or higher level completed at an accredited university in the field of public health, emergency management, epidemiology, medicine or other related areas.
  14. Nationality of one of the Gulf-CDC member states
    Experience:
  15. At least 7 years of professional experience in positions relevant to the job description.
  16. Excellent track record in management positions at senior level in an international context.
  17. Proven experience of developing and implementing strategies for optimal resource utilization.
  18. Proven experience of leading through periods of multiple challenges/changes.
    Advanced Experience in:
  19. Working in a highly adaptable, fast-paced environment with periods of multiple challenges/changes
  20. Data analysis, interpretation of scientific information and analytical epidemiology using statistical software.
  21. Scientific communication to authorities, peers and community.
    Competences:
  22. Expertise in field of public health, emergency management, epidemiology, medicine or other related areas with strong familiarity with communicable diseases and emergency response within the Gulf region.
  23. Excellent command of English and Arabic, both written and spoken.
